[Build Help] Advice for a ~$500 build

My real question is that I am currently saving up money for a build like this and cannot buy it all at once, so I am wondering if there are specific parts that I should buy in any order as time goes on. For example, I would hate to buy a R9 380 and have them come out with a new graphics card better suited to my needs. Any thoughts or opinions are appreciated. :)
What is your intended use for this build? The more details the better.
My primary use for this pc is CS:GO and I understand it doesn't take much to do that, but I want to get a little extra horsepower in this build to leave the option to play other games.
If gaming, what kind of performance are you looking for? (Screen resolution, FPS, game settings)
Definitely going to be @1080p but on the fence between 60hz and 144hz (If i can afford it). Do you think that my build below will make use of the 144hz monitor if on high/ultra settings?
What is your budget (ballpark is okay)?

Alright, so some reasoning behind the build:
Cpu: It seems like at this price range it is between G3258, X4 860k, fx-6300 and i3-4170. I like the x4, but what I am really looking for is upgradability and I believe the Pentium would be a better choice. I also think that CSGO will run better on two stronger cores than four weaker ones?? The last two are good but I'd have to cut costs somewhere else.
Cooler: I didn't include it in the build, but sometime I would like to get the 212 Evo.
Motherboard: Seems like a reasonable motherboard for price and has USB 3.0 header.
Storage: Not much to say...
Video Card: It's between the GTX 950, 960 and the R9 380, but I think the 380 is the best bet. Thoughts?
Case: Nice looking white (matches with video card!!) case.
PSU: I think it's a nice semi-modular PSU.
Would like to hear your thoughts.
